With government shutdown-related pay disruptions, financial strain on military families is immediate and often unavoidable. Paychecks pause, but everyday expenses do not, leaving households to navigate mortgage payments, rent, groceries, childcare, and other essentials amid uncertainty.
Rapid Relief During the 2026 Government Shutdown
In response to the partial government shutdown in early 2026, Navy Federal re-launched its Government Shutdown Program, which provides eligible members with no-interest payments proportionate to their paychecks. From February through the end of April, the credit union distributed $40.2 million in assistance to more than 7,800 members affected by delays in federal funding.
“Government shutdown disruptions can create real uncertainty for military members, veterans, federal employees, and their families because essential expenses don’t stop when paychecks are delayed,” said Andre Lovitt, Manager of Digital Payments at Navy Federal Credit Union. “Our focus is making sure members have dependable support and accessible resources that help them maintain stability and peace of mind during challenging periods.”
Support at Scale During the 2025 Shutdown
Navy Federal’s track record of action across several government shutdowns is itself a form of member support. As the nation confronted the longest federal government shutdown in its history in late 2025, Navy Federal issued over $350 million in interest-free loans to 82,000 members awaiting their next paycheck. These loans came with no credit check, no impact to members’ credit scores, and no information shared with credit reporting agencies, helping ensure access to short-term liquidity without long-term financial consequences.
The program has long shaped Navy Federal’s role in its members’ financial wellbeing. Founded during the Great Depression by seven Navy Department employees in Washington, D.C., the credit union was created to provide affordable, accessible financial services to the military community and their families.
Streamlining Access to Member Support
To create easier access to support, Navy Federal developed a centralized Government Shutdown Program hub where members could review eligibility and enroll in assistance. The hub simplified applications for members and was made accessible through digital and mobile channels. Additionally, branch and member service teams were available in person to provide support for those who needed guidance navigating the program.
For military families, knowing that a trusted financial partner will respond with an established program helps make a financial shock more manageable. As concerns around future government shutdowns continue, having an established support program in place can help reduce uncertainty when disruptions occur.
